Developing a comprehensive Social Information Management System

Developer (2 positions)

 

Some information on the Objectives of the Project and Scope of work:

The project involves developing a comprehensive Social Information Management System aimed at enhancing the efficiency and effectiveness of social service delivery. The key activities include:

  • Studying the Current Environment and Existing Interfaces:
  • Conduct a thorough analysis of the current system environment and existing interfaces.
  • Identify gaps, inefficiencies, and areas for improvement.
  • Gather requirements from stakeholders to ensure the new system meets their needs.
  • Project Documentation:
  • Develop detailed project documentation, including requirements specifications, design documents, and user manuals.
  • Ensure all documentation is comprehensive and easily understandable for future reference and maintenance. 
  • Designing UIs and Workflows:
  • Coordinate with developers to create intuitive and user-friendly interfaces (UIs) that enhance user experience.
  • Coordinate with developers to design efficient workflows that streamline processes and improve service delivery.
  • Ensure the UIs and workflows are accessible and meet usability standards.
  • Migration of Existing Data:
  • Plan and execute the migration of existing data to the new system.
  • Ensure data integrity and accuracy during the migration process.
  • Validate the migrated data to ensure it is complete and correctly formatted.
  • Data Integration
  • The developers will be responsible for integrating the system with existing national data platforms, including but not limited to eFaas, Birth Registration, the National Social Protection Agency (NSPA), the Education Management Information System (EMIS), the Child Protection Database, and the District Health Records Information Management Ssystems.
  • This integration must ensure seamless data exchange and interoperability across these platforms, enabling efficient data sharing and real-time updates.
  • The developers must adhere to data security standards and ensure compatibility with existing infrastructure and protocols.
  • The Project Implementation and Coordination Developer will be at the heart of our efforts to build a robust Social Information Management System. This role involves managing the execution of the project plan, ensuring all milestones are hit on time, and fostering clear communication among developers, stakeholders, and other involved parties.
  • Key responsibilities include finalizing the system's designs and wireframes, making sure they are intuitive, align with our organizational needs, and support our overall vision. The developer will oversee task execution, track progress, and resolve any issues that come up along the way. Regular quality checks and testing will be conducted to guarantee the system functions correctly and meets our high standards.
  • Additionally, this role involves meticulous documentation and reporting. The developer will produce detailed project documentation, including progress reports, design specifications, and implementation guides, while keeping thorough records of all project activities and decisions. The Project Implementation and Coordination Developer will bridge the gap between front-end and back-end development, engage effectively with stakeholders, and drive the project to successful completion.

1.      System Design and Architecture: Design and develop a scalable architecture that can integrate with external government portals, Ensure the security and access restriction of the system

2.      API Integration: Develop and integrate APIs for seamless data exchange.

3.      Custom Development: Build custom modules that meet MSFD requirements.

4.      Testing and Validation: Ensure all systems are thoroughly tested and validated.

5.      Documentation: Provide comprehensive documentation for all developed systems.

6.      Develop statistical dashboards and reports for different user levels

7.      Developers are expected to implement role-based access control (RBAC) to manage and restrict access, ensuring data security and operational integrity.

 

 

 

 

 

 

Responsibilities

1.         Bachelor's degree in Computer Science, Software Engineering, or a related field.

2.         At least 2 years of professional experience in software development.

 

 

Qualification and Experience required.

The Ministry of Social and Family Development now invites interested individuals qualified for the assignments to submit Expression of Interest inclusive of the following documentation to demonstrate your eligibility for the assignment.

4. Work experience documentation. (Description of similar assignments, and experiences in similar fields of work).

5. Copies of attested academic qualification certificates accredited by Maldives Qualification Authority.

Deadlines and submission of application

The developer will report directly to the for Project Implementation and Coordination Developer.

The short-listed candidate will be requested to participate in personal interviews and submit the names and contact details of personal referees who can attest to their ability.

 

Shortlisting

An interview will be held between 08 October2024-20 October 2024 at Ministry of Social and Family Development. Time will be notified by Email.
