The Government of Maldives has received financing from the World Bank toward the cost of the Sustainable and Integrated Labor Services (SAILS) Project to improve social protection coverage and employability of workers, and intends to apply part of the proceeds for consulting services.
This Project is jointly implemented by the Maldives Pension Administration Office (MPAO) and Ministry of Economic Development (MoED).
The consulting services (“the Services”) required is to develop and implement a Data Warehouse (DWH) solution using Bigquery on GCP. The duration of this assignment is 18 months (6 months for implementation and 12 months for support and maintenance). The expected start date of this assignment is January 2024 and the scope of work must be carried out ensuring full consistency with the TOR referred to in this REOI.

The Maldives Pension Administration Office now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The criteria are:

The Firm shall be a Google Cloud Partner that provides data warehousing solutions using Big Query.

The Firm shall have at least four (4) resource personnel with more than three (3) years of experience in implementing DWH solutions.

The Firm shall demonstrate past experience in providing similar services to at least 1 institution, particularly demonstrating the specified capabilities below:

Enterprise DWH implementation and support

Design and implementation of Corporate Dashboards

Business Intelligence decision support

Data security

The Firm shall have implemented DWH solutions with GCP technologies at minimum 3 institutions, during the last five years.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the LCS method set out in the Procurement Regulations.
